    • Head of the Regional and Urban Planning Service of the Basque Government from 1987 to 2022. Architect from the School of Architecture of the UPV. He holds a PhD in Architecture from the University of the Basque Country and a Diploma in Spatial Planning. Professor at the Basque School of Territorial and Urban Studies (EVETU) of the Basque Institute of Public Administration (IVAP) and member of its Governing Council. Technical Director of the process of promotion and drafting of the Territorial Planning instruments provided for in the Law on Territorial Planning of the Basque Country.
  • Vicente Doménech Gregori (former Deputy Director General of Planning, Planning and Strategic Territorial Actions; Generalitat Valenciana)
    • Expert in Regional and Spatial planning. Deputy Director General of Territorial Planning and Landscape of the Generalitat Valenciana from 2007 until retirement in July 2023. Director, together with Arancha Muñoz Criado, of the Territorial Strategy of the Valencian Community. Technical and administrative director of various regional plans, among which the Territorial Action Plan against Flood Risk in the Valencian Community (PATRICOVA) stands out
  • Prof. Dr. Bas Pedroli (Wageningen University and Research, Netherlands)
    • Principal Investigator at Wageningen University and Research (Alterra) and Associate Professor at Wageningen University (Land Use Planning Group), with a PhD in Physical Geography/Landscape Ecology. He is Director of External Affairs of UNISCAPE (Association of Universities for the European Landscape Convention) and an active member of other European scientific networks and NGOs (e.g. Landscape Europe, IALE, PETRARCA, CIVILSCAPE). He has published numerous research papers and edited several scientific books. Expert in territorial planning, landscape management and nature conservation planning from a sustainable development perspective.
  • Prof. Dr. Ellen Fetzer (Chair of the LE:NOTRE Institute, Germany)
    • Graduate and PhD in landscape planning from the University of Kassel, Germany. Since 2001 he has been working at the Faculty of Landscape Architecture, Environment and Urban Planning in Nürtingen (Stuttgart). Coordinator of the International Master’s Degree in Landscape Architecture (IMLA). Former President of ECLAS (European Council of Schools of Landscape Architecture) and Director of the Le:Notre Institute. The second focus of her work is computer-assisted collaborative learning in the field of interdisciplinary education in landscape and territory.
  • Dr. Ramino Martinez Costa (General Coordinator REMOC Mediterranean Network of Basin Organizations, EVREN)
    • Expert in national and international freshwater law. Ramiro Martinez is a PhD civil engineering currently currently working at EVREN SLP as owner partner and director of the hydrology and water resources área. He has over 35 years of profesional experience in the fields of hydrology, environment, land engineering throughout the world, and international relations in these areas. He is the General Coordinator of the Mediterranean Network of Basin Organizations since its creation in 2003. 
  • Prof. Dr. Marialuce Stanganelli (Università degli Studi di Napoli Federico II, Italy)
    • Professor of Urban Planning at the Department of Architecture of the University of Naples Federico II. Expert in geoinformatics, regional and urban planning, natural irrigation management, and use of remote sensing and GIS cartographies for landscape risk planning. Scientific coordinator of the UNISCAPE En-Route international seminar “Landscape at Risk” (Pozzuoli, May 2020) in which volcanic and seismic risk studies in Italy and emergency plans to respond to these were addressed.
  • Rosana Muñoz Capel (Head of the Landscape Service, Generalitat Valenciana)
    • Architect from the Polytechnic University of Valencia since 2005. He has worked in the studios of Arancha Muñoz Criado and Eduardo de Miguel, as well as in various companies, public and private, in matters related to urban planning and landscape. Since 2012 she has been an architect of the Generalitat, in the Regional Ministry of the Environment, Infrastructure and Territory, where she has held functions in the Territorial Urban Planning Commission, and in the Territorial Planning and Landscape Services. She currently serves as head of the Landscape Service of the Regional Ministry of the Environment, Infrastructure and Territory..
  • Pere Sala i Martí (Director of the Landscape Observatory of Catalonia)
    • Pere Sala i Martí has a degree in Environmental Sciences from the Autonomous University of Catalonia. He is currently director of the Landscape Observatory of Catalonia, after having been coordinator from 2005 to 2017. Her work focuses on the integration of landscape into public policies, the implementation of landscape policies in Europe, the relationship between landscape and development and the study of emerging landscapes. He is an advisor to the Council of Europe and secretary general of CIVILSCAPE. He is an associate professor in the Department of Humanities at Pompeu Fabra University. He has coordinated the preparation of the landscape catalogues of Catalonia, and has been the author and editor of several publications related to landscape and sustainable development
  • Sergio Palencia Jiménez (Polytechnic University of Valencia):
    • Civil Engineer and PhD in Urban Planning, Territory and Sustainability from the Universitat Politècnica de València (UPV). Associate Professor at the UPV and researcher in the Department of Urban Planning of the UPV. Director of the Master’s Degree in Transport, Territory and Urban Planning at the UPV. Secretary of the Interprofessional Association of Territorial Planning (FUNDICOT). His research focuses on the management of natural risks (specially flood risk), from the perspective of spatial planning and climate change. He participated in the drafting of the sectoral Territorial Action Plan on Flood Risk Prevention in the Valencian Community (PATRICOVA) and has collaborated in two European projects on flood risks: Smart Resilience Technology, Systems and Tools (SMARTeST) and the European Project E2TORMED.
